Waterworld-esque

Coastal cities also have do deal with climate change.  There are many different ways they could deal with this problem, but this is one imagination straight out of Waterworld.

These newly designed cities are self-sustainable and can produce more energy than they waste in theory.  They also look like lilypads.

Personally, in this case I think that self-sustaining cities like this should be a last resort for coastal cities.  We all know that the rich would benefit the most if they were built now.  But, having an idea like this in the foreseeable future is great.  Any ideas that can make civilization self-sustaining and energy efficient is good.  There are drawbacks in every new idea, like the initial cost of making and testing one of these cities.  In the end, every idea to save civilization is a good idea, because we never know what might happen if something does happen to Earth.
